NON GOVERNMENTAL GAS ORGANISATIONS
RUSSIAN GAS SOCIETY" : THE MISSION

The
Russian Gas Society is a Non Profit
Association
of oil and gas industry
companies (established in May 2001). Key Russian gas producers,
gas-transport
companies, regional gas-distribution and sales organizations, research
institutes, metallurgical, construction, and chemical companies are
among the
members of the Russian Gas Society (RGS). The RGS members produce more
than 97%
of Russian gas. Vigorous
efforts are
carried on to set up and arrange the activity of the Association
Representation offices in Ural (Ekaterinburg), Siberian and
Far-East regions ( In
the framework of its
activities, the Russian Gas Society contributes to: - building a
consolidated
attitude of the gas business community to the key issues of national
gas
industry operation; - effective
cooperation
of the gas market
participants with legislative and executive authorities and
international non
governmental organizations; - protective
measures concerning
the RGS members in working out and in
pursuance
of domestic and foreign policy of the Russian State in the energy
domain; - development
of legal regulation and
technical standards related to business and other professional activity in
the
gas industry domain;
- forming
public opinion
and initiating in legislative and governmental bodies adoption of
enactments on
various aspects of gas sector reform and
development Russian
gas market ; - implementation
of
scientific-and-technological advanced achievements, energy-saving
technologies,
efficient use of natural gas resources (low-pressure, flare gas) in the
gas
industry. The
Russian Gas Society
is an associated member of the International Gas Union (IGU) and
European Gas
Industry The RGS representatives
take part in IGU
work and program committees activities.
The Russian Gas Society and Eurogas
hold joint
conferences and meetings of working teams; communicate information
related to
economic, legislative and regulatory and legal spheres in the gas
industry. Tasks
of the Russian Gas
Society:
- To ensure
strategic
development of the Unified
Gas Supply System; - To reform
gas industry
and liberalize gas stock market; - Te take into
account specifics
of
operative control over gas supply and regulation of gas supply terms
and conditions;
- To develop
regional and
federal programs on further gas supply to the Subjects of the Russian
Federation (Regions and National Republics) and,
first of all, to gas consumers in municipal and communal
sector; to introduce
real economic incentives to build up new
networks of low pressure gas pipelines; - To monitor
fulfillment of gas
suppliers` and
gas consumers` mutual obligations; - To involve
institutions
of local governmental bodies into the work
of gas supply organization;
- To regulate
relations
between gas suppliers. Russian Gas
Society tries
to form in the Gas industry an intellectual center with the
participation
of heads of
industrial enterprises
and organizations involved in
exploration, production, processing, transportation and supplies of
natural
gas; with the participation of leaders
of specialized ministries, state agencies, scientific, research,
project,
financial and other institutes; with the participation of experts and analysts.
Experts
Council of
the Russian Gas Society A
standing advisory
body
- Experts Council of the Russian Gas Society – has
been established with the
purpose to provide a qualified
assistance to the RGS by
experts
and analysts. In accordance with the RGS Rules
and Regulations the
number of Experts
Council members is
not limited. These
members may represent companies, research
institutes, consulting agencies, etc. Usually they are specialists in
technical, legal, finance, management, ecological and other domains
related to
gas industry. The Experts Council establishes its
working bodies – ad hoc and standing
commissions, sections and working groups on the basis of
the directions
of their work or on
the basis of their fuctions. Recently 16 Working
Groups and a number of commissions has been established within the Experts Council
framework.
As the problem of using alternative fuels on a large
scale becomes more acute,
RGS has established an
Experts Commission
on Use of CNG and LNG as Motor Fuel. This
Commission deals with the acute problem - how to diminish an
adverse effect of
fast growing number of vehicles in Now two Federal Laws are being
worked out for
their enactment by
the State Duma
(Parliament) of Russian Federation: “On using of
alternative motor fuels” and “ On
introducing changes in some legislative Acts of Russian
Federation in
connection with the enactment of a Federal Law : “On using of
alternative motor
fuels”. These two Draft Laws aim at achieving a saving effect in
consumption of traditional
motor fuels and oil in general and also at
making better the ecological situation in Advertisment page of Russian Gas Society in "AGZK+AT"
